One thing they fixed which massively improved the server list is that fake bots or non-steam players don't show up as players in the server browser anymore. This means a non-steam server with 5 steam players and 20 non steam players on it will show as 5/32 in the steam serverbrowser, while a steam-only server with 10 players will show as 10/32.
I'm not saying getting players on a steam server is easy, but it's not because of the server browser, since most players sort servers by number of players first and join the fullest ones.
It's because most of the playerbase left comes from poorer countries and they're kids, there's no culture of "buying games" here, so the kid just googles "download cs 1.6".
