I have figured it out,

Add --- > server.cfg

bot_prefix {Bot Tag}
bot_quota 4
bot_quota_match 0
bot_quota_mode fill
bot_join_after_player 0
bot_difficulty 1
bot_defer_to_human 1
bot_chatter off
bot_auto_vacate 4

works now!
