It basically replicates tf_bot_quota fill. sm_bot_supported_map and sm_bot_on_team_only are additions that the vanilla game doesn't have.
Normal bot join messages look like this:
Player Aimbot has joined the game
Player Aimbot has joined team RED
Bot Manager join messages look like this:
BOT
Aimbot has joined the game
