Yes, if an attacker is either not an admin, or the attacker is an admin but RBaTA_admin=1, then if the attacker instantly burns a bot or a regular player with a molotov the damage will be reversed. If the bot/player gets out of the fire for more than 1 second, then the reverse burn damage will stop...even if the bot/player runs back into the fire. Bots will not actually take any burn damage, but they will try to get out of the fire as fast as possible.

If the attacker is an admin and RBaTA_admin=0, then instant molotov damage to a bot or regular player is not reversed.

On a separate subject, I did just become aware of an issue in both RBaTA v1.2 and RBaEA v1.2 that causes too much burn damage to victims. I am working on a fix and expect to be releasing it soon.
