Fun note: You're still on fire even though the powerplay wears off, but you don't take damage from the fire, so it's a good way of getting a neat "on fire" look.
I think an appropriate fix would be to set this to a repeating timer that re-fires the PowerPlay effect every X seconds if PowerPlay is enabled on someone.

Nothing surprising. Freak Fortress 2 mediguns are also bugged because of this(they have 140% Ubercharge when activated. When the ubercharge goes to 40%, the ubercharge condtitions removes itself). Valve bug.
