Quite peculiar problem I've run into. I've successfully installed HLDS, but, sometimes (other times it requires steamCMD to be updated), when trying to run the server, I get an error with strange symbols:

Host_Error: Couldn't get DLL API from ▒▒▒▒▒▒▒▒U▒<▒▒▒▒▒▒▒▒▒▒▒U▒▒▒▒]Y▒▒׻▒▒▒▒▒!
FATAL ERROR (shutting down): Host_Error: Couldn't get DLL API from &#9618;▒▒▒▒▒▒▒U▒<▒▒▒▒▒▒▒▒▒▒▒U▒▒▒▒]Y▒▒׻▒▒▒▒▒! 
But sometimes, the "on"/"from" part is empty:
