Hmm I have tried with several plugins of this kind and didn't work...

I downloaded the amxx plugin, copied it to addons\amxmodx\plugins
Added pluginname.amxx to addons\amxmodx\configs\plugins.ini
Copied the sounds to the cstrike sounds folder

I also tried with the default one with amxmodx, the miscstats.amxx, and didn't work. I am starting to wonder if it has incompatibility with other plugins or something, or maybe its a directx or sound card issue... I will keep trying.

I remember I used to install it with no problems some years ago, but not now.

I just found the problem... it has a complete incompatibility with zbots for some reason... gonna try to fix it.

When I install zbots amxmodx stops working, when I install amxmodx zbots stops working.

It seems to be the liblist.gam file, when I install amxmodx it comments [//] the line for zbots, gonna try to uncomment it and see what happens.

Other problem happened when trying to save the file, the cstrike folder has no permissions to be modified... had to enable security tab for folders and files... and after that it just crashes the server to have both enabled so... no way, gotta find a new bots plugin or something.
