I have the some problem and have solve to put this into my Extra/SuperVersus.cfg (you can put into Server.cfg)
sm_cvar l4d_killreservation 1
sm_cvar l4d_unreserve_full 1
Remember to go into the /sourcemod/superversus.cfg and put // to front the same command if they exist before is already set to 0 lol
