It depends what you have added in server.cfg (or some other cfg file what you execute)
You probably have added commands/cvars what requires sv_cheats 1 on server.
Or it could be plugin what hook those cheat commands.
You should better know what you installed/add commands/plugins on server than afterwards ask "why/what I have done ?"
