my fix way in linux:
adding to startup: "+mapcyclefile zombiemaps.txt"
cd gamedirectorywhereiscss/cstrike
cd cfg
mkdir cfg
ln -s ../ zombiemaps.txt
cd cfg
ln -s ../../ zombiemaps.txt
(This should work for you, I did it some other way, maybe startup is not that as mine.)
server restart
