ex_interp has been hardcoded ever since STEAM ver 1.0 came out.
You cannot adjust it anymore. When trying to do so all you'll get is the following in console "ex_interp forced down to 100".
So the code that shows that can be removed from the plugin.

The only thing about it is that it dumps 6 lines of text in chat all at once but it works great.
Adding that code to yours would allow players to see what the servers rate settings were including ticrate.
