What you are looking for is admin_overrides.cfg.

Example of use:

Overrides
{
"sm_betherobot" "z"
}


Where sm_betherobot is the command !betherobot and "z" the ROOT flag

I emphasize that this is a BASIC issue, I recommend taking a look at the sourcemod documentation.
