I wish I could offer advice on how to fix your issue but I wanted to come here and say this plugin is currently working for me on my Windows servers. I really can't even think of what could go wrong other than incorrectly setting the group id in the config file or not having a working version of Steamworks.

An obscure thought I just had, is it possible maybe you need a webapi_authkey.txt file in your install directory that has your Steam API key, since it's trying to access information from Steam, and OP just didn't include that info? I mean, I know I have always had mine setup on all my servers for various reasons. You have that file on your server(s)?
