Actually, its a few things about tech borders you can learn from www.good-tutorials.com..you kind of use the polymarquee and make some borders, select inverse, and fill it with a light grey. then blending options, some gradient overlay, bevel and emboss, stroke, and drop shadow...Im not too sure I made it a while back, all I know is I fully scaled the gradient overlay, lowered the opacity of it, reversed it, and made the bevel and emboss very light.

everytime i select inverse it says warning no pixles were selected
