I was having this issue too on my windows box.
Download the latest snapshot build from
http://www.sourcemod.net/smdrop/1.4/...76-windows.zip and copy just the "gamedata" folder.
restart your server and then sourcemod should auto update, restart it again.
Now you should be back to normal.
