You should be able to use the same commands and cvars that you'd use on a Windows or Linux server. Set
tf_bot_difficulty from 0 to 3 and then use the
tf_bot_add command to actually add the bots. And if you want them in game while there are no real players on the server, you'll probably want to set
tf_bot_join_after_player to 0.
