Both are older CPUS, however the Xeon seems to have a slightly better benchmark, so I'd go for that. Also I'd probably feel pretty bad for using an iX Core within a server, just feels wrong, lol.
With standard configuration, E3-1246V3 has a better single core performance, scoring 9.3 (E3-1246V3) vs. 9.1 (i7 4770), according to cpuboss.com, so that way it may indeed be the best one for CSGO, although the difference seems to be minimalistic .

Within most of those nearby, European countries, you'll usually end up on around 28-40 ms with ping.

Running the close to you (and/or your intended visitors) will always be the most ideal, ideally in the same country, though if that is not an option, you can choose any of the neighbouring countries.

One thing to mention is that if you run it in another country, you could run into issues with your target audience not seeing your server in the browser.

If you rent a server with a German provider, the IP allocations have obviously been allocated to the company in Germany by the IP registries (e.g. RIPE for Europe), and as such, all the geographic data for the IP address will say Germany, and according to some posts on this forum, it may cause issues with the server not being found for e.g. French users, if those are your target audience.

A few companies out there are claiming that they will set the country of your IP address to another one, but those have since ~2013 been a big scam, unless your provider does it for at least a /24 network (of 256 IP addresses) at once, which close to 0% does.

The game itself won't use that much traffic, even 1 TB allowance should be more than enough.

What can/will use a lot of traffic, is your web server for sv_downloadurl ("FastDL") if you will operate a such one on your own. I suggest running that on a separate machine.
