Note that instead of having "type" and "text" in advertisements.txt, the keys are now simply "center", "chat", "hint", "menu" and "top". Color names may also have changed, for example {team} is now {teamcolor}.

I don't think this is possible at the moment, the flags are just a simple way of either showing it only to admins, or to exclude admins. But it would be good to think about improving the flexibility of the conditions for showing an advertisement.
