It depends on what game, where you are printing, and what colors you use in a message. You'll have to play with it. For example, I know you can get dual colors in standard chat in CS:S, but only certain colors. I'm pretty sure the center text and bottom text will only allow one color per message.
I think a few years back it was so that you could have each character be a different color if you wanted, but Valve changed something so you couldn't do that kind of stuff anymore.
