There are tools online to calculate everything for you or do the math. Check with your provider what they will let you do. VPS provider will pkill your server if it is dedicated and especially if you have several maxed out. Order a 'Dedicated' server otherwise you might lose your money from abusing their rules on resource use like no long running processes over 20 sec, etc.
Tool I use to fudge it with GoldSrc:
Variable timing sys_ticrate to use a hibernate at least when nobody is online.
So our limiting factor in today's real world with VPS is CPU % not bandwidth typically.
