This plugin works great for my TF2 server after Tsunami made a change since my ^ post. I changed to NOT include spectators in the count.
The plugin will have some "choke" points. Meaning, it won't change the setting like it should. However, it may be due to the 10 seconds I have it set for. Furthermore, you can manually change the setting during game play anyways. From what I gather, and it seems consistent, is that the check on the player count is only upon connecting and disconnecting.

Now, could you please give the following explicit example for setting the server to a specific map when zero players on? I tried with:

"clients:10" "10:ctf_2fort.cfg"
(inside that cfg is "changelevel ctf_2fort"
and the server was locked on that map for hours until I removed the whole thing. Maybe it's not possible to set a map for zero clients, and then when players join that map is played and the standard map rotation goes into effect?
