1st, make sure you are making these changes with server closed, but anyway

that is odd, the error has to say more than that, this is what I would do personally, I would rename cstrike or czero(depending on what you want) to cstike1 or czero1

then I would run the dedicated server again, forcing steam to download a new copy and see if it runs ok with no mods, then I would close it and run the installer on the new folder, that should work, if it does not, I dunno what to tell you, it worked for everyone else
