basecommands and admin system, you can "protect" cvar from... low tier admins ? How you call it.
From server console or config file

sm_cvar protect sv_password
Admins without admin flag
password "L" can not change that cvar.
Unless, you had given admin sm_rcon or
root flag z which make this system useless...
