Not only that but the server.exe linked in the OP post doesn't even work, it closes itself immediately, even after renaming the config like it says. It also has no option to define the channel or webhook the bot sends to, so there's no way to tell if it would even work because it wouldn't know where to broadcast to. Why?
The 1.8 compatible version (I'm on AMXX 1.9.0) also doesn't do anything, though oddly it doesn't return the same error on bootup and actually seems to load.
A shame because this is the only AMXX relay to Discord plugin I can find.

Compile the AMXX plugin yourself.
You are supposed to use command line to execute server.exe, it closes itself immediately means you tried double-clicking on it instead of using the command line.
Please read the documentation for channel configuration commands; this does not use webhook.
Everything you need to set this up is in the documentation.
