July 1st, Valve did add
mp_backup_round_auto. Could you try putting this to "0" ? I think that should solve it.
I couldn't really test as I can't reproduce it alone (bots can't start a game, even with "bot_join_after_player 0"
), plus post July 1st update I believe they changed a bit the backup flow (since the new CVar). This however solves the problem where you don't receive money past the 2014-07-01 update. I believe this might fix your problem though (not sure :$).
I updated post #16 to include that CVar.
