The plugin may switch the same players few times, it's because a lack of Players' K:D ratio data in plugin's DataBase. It will change with time, cause the plugin stores the info constantly.

You may also decrease balancing frequency using sm_team_balance_min_balance_frequency (higher value = more rounds skipped).
