Hello,

felt people should be able to have an updated version of the steamtools include file. The current one still uses the legacy syntax, so I updated the include file to support sm 1.9 and 1.10 with backwards/forwards compatibility.

Credit to KyleS for the code I borrowed from the SteamWorks include to make this possible. I'm not that good at sourcepawn on my own lol
