Ive been reading around and it looks like the voice is client side, so what happens if we introduce HLTV into the picure?

HLTV gets the voice, and if alltalk is on it should get all voice right? so what if you could somehow isolate the voice from the video from HLTV, if necessary convert it to a file, and then send it to a a channel in teamspeak, or even a bot or client.

Does anyone know if this would be possible at all?
