Hi guys - I'm running HLDS with czero with 16 slots. I've found that the bots won't fill all 16 slots, instead they only fill to 15 slots. Is there a setting which specifies a reserve slot in HLDS?

Here's my current config

bot_auto_vacate 1
bot_difficulty 2
bot_quota 16
bot_join_after_player 0
bot_quota_mode fill
