  1. Edit your MOTD (motd.txt). It's HTML so you can easily add an image and a welcome message.
  2. I believe this is a built-in feature of AMX Mod X (though I'm sure there are alternatives) that you need to enable. You can pull up the stats config menu with amx_statscfgmenu (this requires that you are an admin with flag "h").
  3. Add yourself as an AMX Mod X admin with the appropriate flags. See here.
  4. Find plugins that you want and add them.
