It was a bug. I just fixed it and release a new version:

2017-02-04 | v5.1.0-761

1. Added the command `quit2` to be used instead of `quit`, when you want to the server to restart on the same map it was before.
2. Improved the nominations detections and the nomination menu user experiencing.
3. Fixed the nomination menu always being showed, instead of try to add the nomination before.
4. Fixed forced voting not starting when the map is ending.
