Not quite what I was looking for but It's a start, Thank you for directing me to it. I'm going to have to go with the method that parents a model to a player.
My goal will be to set render color of the models being used to do the outline based on their threat then reduce threat over time, of course though just not transmitting to people who don't have privileges to see them.
Threat level:
0 = Unseen by watched player OR their team-mates. [black fill]
1 = Made a footstep nearby watched player [grey fill]
2 = Seen by a team-mate/active on watched players radar [blue fill]
3 = In plain view of watched player [green fill]
4 = Has taken damage from or dealt to watched player [red fill]
