So before I go ahead and install this plugin, as it looks absolutely awesome...

When are the settings (mainly per-player) loaded? If settings are changed will they be implemented per round, match, map load?

I'm hoping to tweak the settings via a script so that some of the highest scoring players are automatically restricted but wanted to know how long they will get before the restrictions actually apply.
