Due to the way SourceBans works, it needs to confirm the user's Steam ID, to do this it needs to allow the user to fully connect and become "authorized" by the server. SourceBans then checks against the databse. If they are in the database it kicks them and displays a message. Then places a 5 minute ban on that user.

2: The only way to guarantee a Steam ID (or IP) matches up.
