VAC does not ban players immediately, but it adds them to a database and the ban shows on their profile immediately. Someone somewhere made a plugin to detect this and ban players who have been detected but not yet banned by VAC.

VAC bans don't show anywhere until they take effect that would defeat the whole purpose of delayed bans. There's nothing that can be done to make VAC bans take effect any sooner.
