Then they are VAC banned in another game/game engine.
CS:GO is like a section for itself, and shouldn't be inheriting VAC bans from other games.
Other games than CS:GO are specific to their game engine (e.g. with CS:S and TF2, they should be banned on both games, however CS:S/TF2 VAC bans won't be affecting CS 1.6 and CS:GO, as well as the other way around).
The latter one where you would need a plugin like this, to fix this so any VAC bans regardless of which game would throw them out of your server.
