I think a good idea is to add a .ini file so, you can put the names of the sounds that you want to block ;) that will be a good plugin.

That would be great, but then there would be alot of precaching which would cause alot of server side crashes. Maybe alot of svc bad errors depending how it's coded.
Even if the plugin is simple, it was never thought of, which makes this unique from the other plugins.
