In the plugins.ini I had:
win32
addons\amxx\dlls\amxx_mm.dll
.
And of course I removed what you said. It works now.

One last thought, to port amx plugins over to amxx I would have to change the .sma to read:
<#include> <amxx> - or something like that, right? Then recomplie.
