Are you changing this in the config, and then starting the server to test? If so please change maps before trying any modified configs. It's a known SM bug that would be causing this to happen.

Otherwise we use this feature fine on our server.

Oh and the fire being put out doesn't work at the moment, another bug in SM. As soon as SM fixes Extinguish it will start working.
