That's it. Now if you want to make it insecure so you can run Cheating Death then you don't have to. VAC and Cheating Death will run fine side by side without any issues.

Which actually means, that if any parameter about that is omitted, it will be enabled. So you should not add -secure or so.
I had same problem, that i wanted VAC, but wasnt running, then i looked into server console, and seen, that it couldnt connect to master server of valve, but here i see it is connected ... strange ...
One last thing i have in mind : Try updating server and make sure if its latest, and try removing -autoupdate from command line.
