if you are doing it in a dedicated server...when the server loads the map it shoud instantly via server side instantly start making waypoint file...

Of course certain maps tho do have a tendency to mess up the waypoints for the bots and makes them run into walls behind where they spawn or just stand there...this is the fault of the mapper tho...he didnt map it 100% properly or sumthing...
