Mainly because that is not my current server's IP in there (the 208.100.45.1 or my friends server ip, nor is it my webserver's IP. I setup my SQL to allow both IP's (my server's actual IP and the one listed in the error) just for the hell of it to see if it would fix the problem, but alas, it didn't fix my problem. If anybody has any suggestions to fix this specific error, that would be great. If you need anymore information let me know. I know that I have the correct system requirements and everything, checked that out. Sourcemods USED to work (http://bans.thecouchonline.net) but all the sudden it just.. failed. Any ideas?

You have to allow access from the game server's ip. If you're using cpanel x you can add access hosts. Just add something like 208.100.45% as an access host.
