Well.. First u need to dl' dedicated server!
U do that via Steam, the game window under: "TOlls" then right click install game. When u have downloaded dedicated server. It's time for getting... Amx Mod! Goto this site:

For downloading the full amx mod installer.
Open the .exe file and install.
When u finish that, we can begin to get you admin access!
When u need to be admin, u open the users.ini in:
C:\Program Files\Valve\Steam\SteamApps\USER\dedicated server\GAME\addons\amxmodx\configs
Open: users.ini
It should look like this:

Then u need to add your steam id instead of the loopback. (U get you steam id by go to any server and type: status in the console. it's like: STEAM_0:0:123456) so it looks like this:

To check about u now are admin, start your server and type: amxmodmenu in the console. Go out of console and there should be a admin menu! COngratz u are now admin!
