I think when you hold it, then the white cloth wick is burning.

When it stands on floor or lies on floor there is no flame.

I guess the intention is to have the flame always attached to the cloth wick i.e. a lit on molotov.

btw. if you had a molotov lit on standing on the floor it would be a nice to have a plugin to make it shootable (like a gas can). Just my idea..
