Yes, in this very thread when I said "
I just installed "cstrike" with a single run of steamcmd on Linux.". I know it works because at first I misspelled "anonymous" and it was asking me for a password. Once I fixed my spelling, it worked without any login. This is the command I used:

steamcmd +force_install_dir ~/games/servers/test_steam_legacy +login anonymous +app_set_config 90 mod cstrike +app_update 90 -beta steam_legacy +quit
I did this with both the steam_legacy beta and without.
