The only way I know of right now is running the client file with - dedicated

Here is my start up command to run as classic casual.

"C:\Program Files (x86)\Steam\steamapps\common\Counter-Strike Global Offensive\game\bin\win64\cs2.exe" -dedicated -usercon +game_type 0 +game_mode 0 +map cs_office

On start up you get a dialog about a missing entry point in a dll.
This doesn't seem to affect anything and it still runs ok.

I start up cs2 and connect to the server with this shortcut.
"C:\Program Files (x86)\Steam\Steam.exe" -applaunch 730 +connect <lanIP of the machine you started cs2.exe on>:27015

It doesn't seem to matter which one starts first the client game or the server console,
But if you start the game first then the server you will have to
Go to the game console and type
Connect <serversLANIP> to connect

Or from the cs2 main scrfeen click play then click the world icon to open the server browser with the favorits and lan server tabs. You LAN server should be in the list on the LAN tab.

Note:
openserverbrowser doesn't work anymore.

I verified the server loads cfg files from this directory.
"C:\Program Files (x86)\Steam\steamapps\common\Counter-Strike Global Offensive\game\csgo\cfg"

1) It no longer loads autoexec.cfg
2) It does load server .cfg and putting commands in this file will execute
3) it does load the gamemode cfg (for classic casual this is gamemode_casual.cfg) and putting commands in this file will execute
4) it exec server.cfg first then the gamemode_xxxx.cfg

If cs2 has a pending update and the server is running it will give a weird error about a locked file and cs2 will not start up and the updated will be paused.
You have to then quit the server and then restart the update (in the steam library / cs2)

You can type commands at the server console like changelevel bot_add etc.

But I could not get rcon working.
Anyone know how to execute server commands from the client?

bots are -slightely- better at responding to radio messages, but still have lots of the old weirdness like rushing to the other teams spawn at the round start every single time and the maps have all sorts of bad navs. I would think they would know how to nav maps by now and the trick to get them to jump over waist high railings 100% of the time......

Maybe they are not really interested in bots?
