I'm guessing here, but looking at this you would put

dod/cfg/server.cfg:
dod_closecombat_source "0"

dod/cfg/dod_flash.cfg:
dod_closecombat_source "2"

That way the plugin is diabled in all maps except dod_flash that enables pistols
