It's still capped at 33 on the server, i had these set:
tf_mvm_max_connected_players 99
tf_mvm_defenders_team_size 16
Once these are set bots wont spawn once you go past 11 players. From my console:
players : 0 humans, 0 bots (33 max)
-unrestricted_maxplayers was specified on launch with 64 players set for max players in start options.
