I don't consider decorated war hero collection weapons to be warpainted since they have their own unique item definition index. One easy way to get those weapons would be to use the "tf2items_giveweapon" plugin or the "gimme" plugin. But....
Since you asked for it I added support for decorated war hero collection weapons into this plugin. To use it type the item definition index for the weapon you want in place of the paint id. For example, if a Pyro wanted to use the Ballonicorn flamethrower they would type: !warpaintme 15089
