Download these
stable zip packs ready (choose right
OS):

1) Look
...addons/metamod.vdf &
metamod_x64.vdf file and delete file.
Reboot server, your server should start now without addons and plugins.

2) Extract
MM:S zip and move files into your server.
3) Extract
SM zip,
upload these folders only into server so you not lose your current settings:
- addons\sourcemod\bin
- addons\sourcemod\extensions
- addons\sourcemod\gamedata
- addons\sourcemod\plugins
- addons\sourcemod\translations
4) You could try upload one more time DHooks2 into server (
dhooks-2.2.0-detours17-sm110.zip)
5) Let's test and make sure, to not load 64bit metamod. Delete file once again
...addons/metamod_x64.vdf
6) Reboot server. Wait 5-10minutes, SourceMod maybe update new gamedata files. Reboot again.
